O’Neal Inc. hired Gary Boettner as senior project manager. Boettner has more than 39 years of experience, having worked with CH2M Hill in Greenville. His industry focuses included process chemical, industrial manufacturing and energy. O’Neal also hired Jim Creel as senior engineer and Jim Donahue as project manager. Creel has more than 25 years of engineering experience, having previously worked with O’Neal from 1986 to 2006. Donahue has more than 20 years of construction management experience, working with Yeargin Potter Shackleford and THS Constructors.

The Associated Builders and Contractors of the Carolinas named its 2014 leadership team for the organization’s Upstate Council. Chris Moore, operations manager for Carolina Power, is serving a second term as chairman. Other leadership team members are Gavin Axson, Brasfield and Gorrie vice chairman; Brian Gallagher, O’Neal Inc., past chairman; Joan Krause, KBR Building Group, public relations; John Creech, Ogletree Deakins, government affairs;Lauren Richardson, Successful Ventures, government affairs; Chauncey Tschiffely, Trinity Consulting, workforce development; Dan Polstra, Trane, membership; Bill Caldwell, Waldrop Mechanical; Bryan Finch, Hajoca; andJeremy Thompson, Brasfield and Gorrie.


The Tri-County Technical College Commission elected Leon “Butch” Harris III chairman, John Powell vice chairman and D. Pruitt Martin secretary-treasurer. Harris is project manager for new business growth at Koyo Bearings USA. Powell is owner-broker of Powell Real Estate in Walhalla. Martin has 35 years of banking experience and currently is senior vice president at Carolina Alliance Bank.


ECS Carolinas LLP hired Brittany Barnes as an environmental professional at its Greenville office.


Kiyatec has appointed Robert J. Silverman as chairman of its board of directors. Silverman is an operational partner at Gilde Healthcare, a venture investor focused on health care technology and services companies.
